Neasham Parish Council

The Council’s financial year runs from 1st April to 31st March. The Council must appoint some person to be the Responsible Financial Officer (RFO). The Council appoints the Clerk to fill this position. A person is appointed from outside the Council, once a year, to do an Internal Audit at the financial year end.  As a smaller authority the Council can file a certificate confirming exemption from an external audit by a government appointed person. It continues to be required to publish an Annual Governance and Accountability Return which is presented to the Annual Meeting of the Parish Council each May for approval, and then be available for public inspection (by prior arrangement with the clerk) for a period of 30 working days, which the Parish Council will publicise.
