Parish Councillors are hereby summoned to a meeting of Neasham Parish Council on Tuesday 4 March 2025, 6:30PM, in Neasham Reading Room to transact the business listed in the agenda below.

Members of the public are entitled to attend Parish Council Meetings as a non-participating attendee (unless confidential matters are under discussion) but may speak only at the invitation of the Chair. Those wishing to speak on any matter during the meeting must give written notice giving brief details to the Clerk or Chair at least two days prior to the meeting.

Agenda

  1. Chair’s welcome and apologies for absence.
  2. Declarations of interest in items on the agenda.
  3. Approval of the minutes of the ordinary meeting held on 4 February 2025, as previously circulated.
  4. Vacancy on Parish Council.
    The clerk has been instructed to invite the parishioner, expressing an interest in filling vacancy on the council, to attend the meeting at 6.30pm on 4 March to meet the council members.
  5. PACT Meeting.
    Feedback on the meeting held on 27/02/25.  Reminder that the next meeting is to be held 27/03/25 in Neasham RR.  Members are urged attend.
  6. Roads and Footpaths.
    • Re-instating road markings within the parish boundary generally.
    • Progress on removal of vegetation overgrowing flood bank footpath.
    • Following an earlier request to Darlington BC for a dog waste bin near the Low Dinsdale church which had not yielded a positive, Neasham PC had offered to make a contribution towards it’s installation.
  7. Environment Agency Matters.
    • Mole activity in the embankment.
    • EA have issued an entry notice for work in the Kent Beck area which they hope to start 24/02/2025
  8. Village Green.
    • Anticipated work to garden areas.
    • Stabilisation work to Low Dinsdale notice board has been carried out.
    • K Sandick has removed his name (as local contact) from the defibrillator to avoid confusion.
    • Updating of Land Registry records in respect of the village green.
    • Reading Room has set the date for the Duck Derby as 21 June, an application for consent has been submitted for approval by the members.
  9. Planning.
    • Applications received since last meeting:-
      25/00096/FUL – Part Demolition of 3 bed dwelling and erection of part 2 storey and part 3 storey extension to South Elevation of 32 Teesway, Neasham.
    • Decisions posted since last meeting: -
      None.
    • It was noticed that a decision on application 24/00501/FUL had been made in January (Brass Castle Farm fencing), Neasham PC had not received the original notification. Darlington BC IT Supervisor confirmed that the policy for notifying applications is by email
  10. Risk Management.
    • No Scheduled Inspections due in February, Inspections due in March:- Trees (consolidated with 2024 inspection deferred), Village Green (Revised arrangements).
    • No defects reported in February.
    • Testing of power supply to village green junction box.
  11. Finance.
    • Previously approved payments made in February:- Eden Landscapes £60.00 (Stabilise noticeboard), Neasham RR £500.00 (Christmas event), Hurworth Concert Band £50.00 (Xmas event).
    • Mandate update finally approved by Barclay’s. Approval required to apply for Authorisation Card.
    • Letter of apology received from NS&I regarding breakdown in communications over mandate and office address changes. Further correspondence to follow.
  12. Reaching Out, Communications and Events.
    • VE Day – Proposals for Neasham PC involvement in 80 year anniversary celebrations.
    • Vice Chair’s proposals for improving reaching out via Facebook.
  13. Ward Councillor Matters.

  15. Other Village Matters.
    Reading Room AGM has been set as Tuesday 10 April 2025 where a photograph of John Weighell will be unveiled
