Parish Councillors are hereby summoned to a meeting of Neasham Parish Council on Tuesday 3 December 2024, 6:30PM, in Neasham Reading Room to transact the business listed in the agenda below.

Members of the public are entitled to attend Parish Council Meetings as a non-participating attendee (unless confidential matters are under discussion) but may speak only at the invitation of the Chair. Those wishing to speak on any matter during the meeting must give written notice giving brief details to the Clerk or Chair at least two days prior to the meeting.

Agenda

  1. Chair’s welcome and apologies for absence.
  2. Declarations of interest in items on the agenda.
  3. Approval of the minutes of the ordinary meeting held on 5 November 2024, as previously circulated.
  4. Vacancies on Parish Council.
    • Introduction of the parishioner, who had expressed an interest in filling vacancy on the council, for an informal meeting with the council members.
    • The deadline of Monday 18 November for the submission of a request for an election to be held to fill the second vacancy has passed without any applications being made. Darlington BC have now informed Neasham PC that that this can now be filled by co-option.
  5. PACT Meeting.
    Report on the meeting held 9 October 2024 at Middleton St George.
  6. Roads and Footpaths.
    • Re-instating road markings along the road from Dinsdale Park junction to Middleton St George.
    • Removal of vegetation overgrowing flood bank footpath
  7. Environment Agency Matters.
     
  8. Village Green.
    • Report on any works completed to the Memorial Garden and any works outstanding.
    • Replacement notice board for Low Dinsdale now delivered awaiting fixing.
    • Removal of Sockburn noticeboard.
    • K Sandick to be contact named on both the floatation device and defibrillator.
  9. Planning.
    • Applications received since last meeting:-
      None.
    • Decisions posted since last meeting: -
      None.
    • Application 24/00928/FUL for works to the Old Rectory at Low Dinsdale had been sent to the old official address and was not received in time for Neasham PC to respond by the deadline. A short extension was offered by Darlington BC.
  10. Risk Management.
    • Scheduled Inspections due in November:- Trees (to complete) , Village Green (Revised arrangements), Xmas lighting (Pre-use)  
    • One defects notice raised in November in respect of the overgrown vegetation to the flood bank path.
  11. Finance.
    • Previously approved payments made in November:- None to date.
    • Change of mandate to add M Hannaford as authorised signatory to Barclay’s bank account, revised application form received and completed - ongoing.
    • NS&I application form to add K Sandick and M Hannaford as authorised signatories submitted to NS&I.
    • Items of expenditure etc to be included in the 2025/26 budget to be agreed at the December meeting, are required for submission of the proposed precept in December, as requested by Darlington BC.
  12. Administrative Matters Associated with the passing of J Weighell.
    Informing Neasham Parish Council contacts of the change of official address and other details including website – ongoing. Darlington BC had apologised for the delay in amending the contact details and had confirmed that their records are now up to date.
  13. Reaching Out, Communications and Events.
    • Feed back on the successful Remembrance Day service on 10 November. Clerk to write a letter of thanks to each of the dignitaries. A collection had raised £63 which has been handed to the Clerk to forward to RBL.
    • Arrangements for Christmas event.
    • Any issues regarding communications Facebook, Website etc.
       
  14. Ward Councillor Matters.
    • Reports from Ward Councillors.
    • Consideration of any response on the issue of the consultation Darlington Borough Council - Council Plan 2024/27 not having been circulated to parish councils, deferred from the previous meeting.
  15. Correspondence (as circulated in November).
    • Various emails from NALC regarding Chief Executive’s Bulletin (07/11, 14/11), NALC Events (05/11, 07/11, 14/11, 21/11  ).
    • Email from RECCC (20/11) – cyber Monthly Threat Update.
  16. Other Village Matters.
    Any matter that members wish to raise (that does not require formal notification).
